They’ve added a new option in the store on consoles where if you you own the base item in question, you can still purchase any associated bundles via a drop-down on the purchase button. Same applies if you want to perma-buy an item even after obtaining it on Plus. *MUST* be done on the PS Store interface from console though.

You bought the PS2 VERSION of GTA: San Andreas. As in “an emulated PS2 version of the game”.
Meanwhile..this is the PS3 VERSION of the same game. As in “a REMASTER of the game”.
So I’m sure you still have the PS2 version somewhere in your DL. But since you DIDN’T bought the PS3 version you need to pay $14.99 to be able to download it.

Keep in mind, that downloading these games can take a simple 3GB game an hour+ to download, compared to 10 min ( most ) on Steam and seriously poor downloading format should be mentioned.
Or, that even PSP games can take years to go on sale, while others have even become annoying.

Meanwhile, the PS2 Classic version has apparently been removed from the PS store. I can confirm it still exists as an item on my download list, and I imagine it can still be downloaded by those of us who purchased it while it was available.
I know forcing people to buy the much more expensive “new” version (which is itself a glorified mobile port) is the goal, but what about people with no interest in it? Sony leaves itself in the odd position of refusing their money since the PS2 Classic is gone.
Maybe there are obscure licensing issues that would explain why both versions can’t be available at once. *shrug*
